It shall be unlawful for any person when on any street, park, public ground or other
public place during any festival, carnival, fiesta or other public gathering, celebration
or demonstration, to throw, spread, place, put, apply or otherwise use any confetti,
feather dusters, wife beaters, paint, shoe polish, talcum powder, flour, meal, whips,
flapjacks, ticklers, torpedoes or other explosives, or to have in his possession any
of such articles, devices, materials or substances whatsoever for such use.
