The city attorney is authorized, at his discretion, in addition to or in lieu of any
other remedies set forth in this division, or under any other applicable state statute,
to commence an action to enjoin the violation of this division or to enjoin any person,
corporation, or association from establishing, operating, or maintaining a public
place or adult arcade contrary to the provisions herein, or in any other statute or
doctrine.
