§ 21-283. Graffiti declared a nuisance.

Any graffiti is hereby declared to be a public nuisance as it:
(1)

Tends to reduce the value of private property;

(2)

Invites vandalism, additional graffiti, and other criminal activities;

(3)

Produces urban blight; and

(4)

Is detrimental to the safety and welfare of the public.
