§ 22-21. Criteria for establishing fees for recreation related classes.
The department of parks and recreation is hereby authorized to charge a fee for specialized recreation related classes, programs or activities and such fees and costs will be set based on the following criteria:
(1)
The fee shall be equal to the direct and indirect cost of the classes, programs or activities as determined by the director of parks and recreation.
(2)
The cost determination shall include, but not be limited to, professional service fees paid to specialist instructors, materials used in connection with a special class or activity and other direct and indirect costs incurred in providing the program.
(3)
The total cost of a specialized service or program shall be divided equally among the registered participants in the program.
