In general.
Off-premises signs which 1) utilize intermittent or flashing illumination devices;
2) change light intensity, brightness or color; 3) are constructed and operated so
as to create an appearance or illusion of motion; or 4) utilize sound, are strictly
prohibited.

Light intensity, brightness or color regulations specific to off premises digital
signs are addressed in section 28-54 immediately below.
