At all times during construction activity, the contractor and/or ROW user, as applicable,
shall place and maintain all necessary and proper barriers and other safeguards, including
watchmen certified in accordance with the safety training described in this article,
if necessary, upon and around the work for the prevention of accidents, and after
daylight hours, shall place, maintain and keep suitable sufficient lights, in accordance
with the TMUTCD.
