This division is enacted pursuant to authority explicitly granted municipalities by the Texas Constitution Art. XI, Section 5; V.T.C.A., Local Government Code ch. 51, subch. E, ch. 54 and § 214.903; and V.T.C.A., Property Code ch. 301.
