The director shall implement and enforce this chapter, interpret the provisions herein,
and may by written order establish such rules or regulations, not inconsistent with
this chapter, as the director determines are necessary to discharge any duty under,
or to affect the policy of, this chapter and of the city. The director may at all
reasonable times inspect a vehicle or facility operating under this chapter to determine
whether the vehicle or facility complies with the provisions of this chapter and all
other applicable rules, regulations and laws.
