§ 41. Submission to electors.

If the council fails to pass an ordinance proposed by initiative petition, or passes it in a form different from that set forth in the petition, or if the council fails to repeal a referred ordinance, the proposed or referred ordinance shall be submitted to the electors on the next authorized uniform election date that allows enough time to hold the election in the manner required by law.
