§ 19-198. Unauthorized parking in city owned parking lots prohibited.

  • (a)

    It shall be unlawful for any person to stop, stand or park any vehicle at any time on any day in the following city-owned parking lots:

    (1)

    The parking lot located at the loading ramp area to the Theater of the Performing Arts and extending to that area between the Theater of the Performing Arts and the Hemisfair Arena (north of the Arena);

    (2)

    The parking lot located in that area between the Hemisfair Waterway (southeast of the Arena) and extending to the area in front of the Arena ticket office (south and southwest of the Arena);

    (3)

    The parking lots of the San Antonio Public Library, located at 230 South St. Mary's Street and 210 West Market Street;

    (4)

    The parking lot south of police headquarters (west of San Pedro Creek and east of Laredo Street);

    (5)

    The parking lot west of police headquarters (east of Santa Rosa Street and south of Nueva Street);

    (6)

    The welfare division parking lot south of Graham Alley and east of Santa Rosa Avenue.

    (b)

    It shall be unlawful for any person to stop, stand or park any vehicles:

    (1)

    Between the hours of 7:00 a.m. and 6:00 p.m. in slots 1—13 daily, and between 7:00 a.m. and 4:30 p.m. daily in all other slots, except Saturdays, Sundays, and the holidays named in section 19-218 of this chapter in the parking lot on the west side (Plaza de Armas), north and south sides, (Military Plaza) of City Hall;

    (2)

    Between the hours of 7:00 a.m. and 6:00 p.m. daily, except Saturdays, Sundays and the holidays named in section 19-218 of this chapter in the parking lot located on the east and west side of city hall annex (east of San Pedro Creek between Dolorosa and Nueva Streets); and

    (3)

    Between the hours of 7:00 a.m. and 6:00 p.m. daily except Saturdays, Sundays, and the holidays named in section 19-218 of this chapter in the parking lot located west of the Bexar County Jail (east of South Santa Rosa between West Nueva and Dolorosa Streets).

    (c)

    Provided, however, that subsections (a) and (b) above shall not apply to any city motor vehicle bearing exempt license plates or motor vehicles bearing properly affixed permit decals issued by the city manager parked on the lots described in subsections (b)(2) and (b)(3) above, and provided further that subsections (a) and (b) above shall not apply to any motor vehicle parked on the city hall parking lot described in subsection (b)(1) bearing properly affixed permit decals issued by the city manager or vehicles displaying a valid "disabled" tag issued to the permanently disabled persons placed in the lower left-hand side of the front windshield when these vehicles are parked in spaces designated for the disabled and otherwise parked in compliance with section 19-201.

    (d)

    Violation of any of the provisions hereof shall be punished in accordance with section 1-5.
