No aircraft shall be permitted to gain access to or operate on a closed runway, taxiway,
ramp, or apron without the approval of the director.
No person shall move or remove any barricade or other object that has been placed
to prevent access to a closed runway, taxiway, ramp, or apron without permission from
the director.
